Alright, so there's always been this huge debate over whether Rotom is a legendary or not. There's a good amount of evidence in either direction. Against Being Legendary | For Being Legendary | •Weak, caught at level 15 •Can breed with Ditto, does result in another Rotom •Can be used in Battle Tower •Can get through Wondermail in Mystery Dungeon | •Music is Battle! Legendary Pokémon!, and has screen shake. •Can only be caught after obtaining the National Dex •Only one in entire game •Doesn't evolve nor have a preevolution •Next to Uxie in the 'Dex •Has forms (much like Giratina and Shaymin) |
So. What does everyone else think?

I've never considered Rotom a legendary, honestly. Along with the "against being legendary" points, its stats and moveset both suggest it isn't on the same level as legendaries. (Ergo, it's weak and has a crappy moveset.)
So I'd say not a legendary.

I say no, even though I didn't actually vote. -still can't; doesn't want to bring up IE just to vote-
If only for the fact that you can breed it. You can't breed any other legendary as far as I'm aware.

Well, you can breed Manaphy to get Phione. But that doesn't really count as the same thing, I think. :U

I think Rotom is comparable to Eevee, actually. :v Eevee was a one-in-the-whole-game-only Pokémon, and you could breed it all you wanted. Plus back in the days before fourth gen, it had five forms it evolved into. Rotom uses the same idea, only it doesn't actually evolve, per se.

Anyone whom trusts wikipedia, as such, should learn better. =/ Wikipedia articles are written an edited by members, therefore they are completely biased and subject to personal opinion.
